When the Arab leaders convened in Khartoum in August, the first item on their agenda was the resumption of war, and their final communiqué incorporated three No’s: no peace, no negotiations with Israel, and no recognition.  In Israel, meanwhile, the electorate grew to like the fact that the new borders placed their cities beyond the range of Arab artillery fire, and political parties began to lobby for settlements to be built on the West Bank.
