LAKE SUCCESS, July 9 (U.P)-The United States and Great Britain were trying to widen cracks in the unity of the Arab League tonight in the hope of winning a belated extension of the truce in Palestine.

While the U. N. Security Council stood by for the arrival of Count Folke Bernadotte and a personal account of his Holy Land mediator efforts, the Western Powers behind the scenes of the so-called moderate elements among the Arab states.

Hanging over the Arabs in case they persist in making war against Israel was a three-stage American plan for Security Council measure leading up to economic and military sanctions by U. N. members.

Official sources disclosed that if all public and secret affords for extending the truce fail, the United States will not press for a single all out move by the Security Council to slap sanctions on the Arabs.

Instead, the sources said, American delegates will propose three steps. First. they will ask the Security Council to find that a “threat to peace” or a “breach of peace” prevails in Palestine.

Secondly, they will urge the Council to order Arabs and Jews to cease firing immediately, instead of asking them to stop. as was the case with the new ended 28-day truce.

Then, if the Arabs shun that order, the officials went on. the United States will press for action under the provisions of the U. N. Charter calling for the use of economic or military sanctions against aggressor nations.
