LAKE SUCCESS, March 18 (AP)- A Soviet source declared today the Security Council must take concrete steps to prevent a threat to peace in Palestine.

This source said that the reported agreement among the big powers on a compromise report of their findings on the Palestine situation was vague and was only a “half step” forward.

Talking with newsmen at United Nations headquarters here, the Soviet source, who declined to permit further identification, said the Four-Power agreement was a warning that a threat to the peace now, yesterday, or tomorrow, the day after tomorrow or anytime in the future would not be tolerated in Palestine.

VAGUE THESIS

He said that what he called this vague this should be developed further and more concrete steps should be taken in the Security Council in the development of steps against a threat to the peace.

The Russians have maintained that the U. N. Assembly’s plan to partition Palestine into Jewish and Arabic countries must be carried out.

After the big powers met late yesterday a press officer said they were determined to end the fighting in the Holy Land.

The Soviet demand for “concrete” action by the council was seen by observers here as an indication that Russia is ready to bring this point up in the council when it meets tomorrow for further debate on Palestine. The big powers, meanwhile, sought final agreement on their compromise report.

Faris El Khoury of Syria, Security Council delegate and chief spokesman of the Arab countries at the U. N. headquarters, charged in a statement to newsmen that Russia is attempting to make the proposed Jewish nation in Palestine a communistic state.
FOUR OBJECTIVES

El Khoury said that Russia has four objectives in supporting the partition plan. He listed these in this statement-

“1-Russia wishes to spoil the friendship between the Arab world and the United States. Russia wishes to create hatred between them.

“2-Russia looks with envy at the oil concessions granted by the Arab world to the U. S. The Soviet government considers these concessions detrimental to its cause and wishes to deprive the U. S. of this source of oil.

“3-The implementation of partition needs an international force. When and if that force is sent to Palestine, the Russians would have a chance to “put their noses in.” Once in Palestine, the Russians would find their way to the Middle East.

“4-If a Jewish country is created in Palestine, in all probability it will be a communistic state through the influence of trained communistic individuals coming with the Jews from Eastern Europe and Russia. Russia would have the means of obliging them to be communistic by threats of mistreatment of hostages held in Russia.”
