“Why did not the Arab League declare openly: We have arrived at the decision to settle the refugees permanently in Syria and Jordan and on the basis of this decision we have discussed the question of compensation for those who will remain outside of Palestine.

“Since the Arabs have consented to the reintegration why do they not reveal that policy to their peoples?  Would it not be better for them to declare this policy openly, make it public and then supervise the implementation of the resettlement instead of ignoring the whole plan and leaving its implementation entirely in the hands of the U.N. at a time when behind it stand the Western states and Israel.”
