October 5, 1942, Sumner Welles as Acting Secretary of State (USA) sent a cable (# 2314) for the personal attention of Ambassador Liland Harrison in Bern stating that leaders of the World Jewish Congress had received reports from their representatives in Geneva and London to the effect that many thousands of Jews in Eastern Europe were being slaughtered
