1964, Palestine Exile Regime Planned

“Alexandria, U.A.R.-Arab summit leaders today [Sept. 10] decided to create a Palestine government-in-exile and ‘liberation army’ from among the refugees who left Israel during the 1948 war.  Informed sources said Egypt, Saudi Arabia, Iraq and Kuwait pledged $30.8 million for the upkeep of the army.  U.A.R. President Gamal Abdel Nasser said he would place the Sinai peninsula and the Gaza strip ‘at the disposal of the Palestine organization.’ He indicated this meant the organization would be allowed to establish headquarters and training facilities in these areas but did not mean Egypt was ceding the territory”
