Colonial Secretary Malcolm McDonald:

“The government has to choose between its commitments to the world of Jewry and the word of Islam.” From the defense point of view it was out of the question, literally out the question, that we should antagonize either the Muslims within the Empire of the Arab Kingdom of the Middle East. “THIS MUST MEAN THAT WE DO NOT CONTEMPLATE EVEN A DISTANT FUTURE IN WHICH THERE COULD BE A JEWISH MAJORITY IN PALESTINE.”
