DAMASCUS, Syria, Jan. 10 (Delayed) (UP)—Premier Jamil Mardam Bey said tonight that the Arab world had decided to “win the Palestine battle at any price, to liberate Palestine and prevent the establishment of a Jewish state.” He said the Arabs expected heavy losses in the first phases of the fight, but were confident “final victory will be ours.”

He said the Arab Higher Committee had decided to establish a representative body for the Holy Land selected by members of the committee and mayors of Arab towns and villages, with one delegate for every 20,000 Arabs.

Dynamite was thrown into the home of a Jewish merchant in Beirut, Lebanon, tonight, but no casualties were reported. The attack was believed to have been a warning to Lebanese Jews not to send arms to their brethren in Palestine. Three young Jews have been arrested on a charge of smuggling arms to Palestine.
