January 18-28 – The Twenty-eighth Zionist Congress convenes in Jerusalem and the plight of Soviet Jewry receives special attention. A resolution is approved and adopted ― “The Duties of the Individual Zionist.” The congress announces that close to one million Jews throughout the world belong to the different Jewish bodies of the WZO.
