“Having the interest of the refugees itself in mind [they] should be afforded every opportunity to realize that the conditions they would find on returning to their homes would differ greatly from those to which they were accustomed.”
While continuing to recommend the return of
“That number of refugees to Israel which would be consistent to their own interest”, the Commission advised “concentration on their resettlement in the Arab countries with the technical and financial assistance of the United Nations, and coupled with payment of compensation for their property.”
This was reflected in a resolution adopted by the General Assembly on December 14, 1950 proposing for the first year’s budget for UNRWA $30 million for reintegration purposes, $20,000,000 for relief.
