“ … We are convinced that there can be no permanent solution of the problem of the Palestine refugees until there is a settlement of the outstanding political differences between the Arab states and Israel.
“ … While we recognize the basic right of all refugees to their own homes and property, nevertheless a careful appraisal of the total situation has compelled us to conclude, however, that many Palestine refugees will have to settle in new homes. For their integration into the life and economy of the Arab states, large sums will be needed.”
