Newsweek’s correspondent, Charles A. Brown, reporting on a tour of Arab Palestine, quoted a Ramallah Arab leader as telling him:
“The overriding and ever-present problem now is the effect of the Arab refugees, whose return to their former homes should be guaranteed as a matter of right. After that comes the main project—social and political reform of the Arab world to prepare it for a final test of strength with Israel.”
