LAKE SUCCESS, March 1 (AP)-The Hebrew Committee for National Liberation today submitted a 10-point proposal for setting up a Hebrew republic in Palestine.

Peter Bergson, chairman of the committee, laid its suggestions before the United Nations Palestine Commission in a closed session. After hearing Bergson the commission adjourned until tomorrow.

The Hebrew Committee is described by its members as an organization of Palestinian and stateless Hebrews closely allied with the militant wing of the Jewish underground. A spokesman said it is supported in the United States by the American League for a Free Palestine.

Bergson told newsmen he outlined the following plan to the commission-

1-That the commission decide to carry out the partition plan regardless of the Security Council deliberations now under way.

2-That the commission begin now to create a militia, outside of Palestine.

3-That each commission member ask his own government to furnish him a force of between 20 to 100 troops for a personal guard.

4-That the commission set up a border-watch commission similar to the Balkans’ border-watch to prevent infiltration into the new country.

5-That the commission appeal to all nations not to sell arms to any nation saying it will use the arms in Palestine.

6-That the British use the same withdrawal plan which was used in Syria, where troops were kept to barracks until they loft the country.

7-That the commission obtain a loan of $50,000,000 from the International Bank or from the United States Government.

8-That the commission set up a Palestine supply committee to replenish food stocks in Palestine.

9-That the commission request the British to return to Palestine political prisoners from Kenya.

10-That the commission designate one of its members to begin the repatriation of Hebrew displaced persons from Europe to Palestine.
