Russia and Israel Agree on Diplomatic Exchange, Associated Press, NY Times, May 26, 1948.

LONDON, Wednesday, May 26 The Moscow radio said today that the Soviet Union had agreed to exchange diplomatic missions with Israel. The broadcast said the decision was made by Soviet Foreign Minister Molotov “on the proposal of Moshe Shertok, Foreign Minister of the State of Israel.”

Seven nations to date have proclaimed recognition of Israel. Russia is the first of these to announce she will exchange diplomatic missions with the ten-day-old Jewish state.

The radio quoted Mr. Molotoy as saying in a telegram to Mr. Shertok-

“The Soviet Government agrees to the establishment of a mission of the State of Israel in Moscow, headed by an envoy or a charge d’affaires, including also the discharge of consular functions, and in its turn is ready to establish a Soviet mission in Tel Aviv.”
