JERUSALEM. Dec. 10—Cities of Arabian Jaffa and Jewish Tel Aviv, close neighbors and blood enemies, have returned to normal—at least on the surface.

Mayors and bootblacks agree in both cities on two fundamentals-

Arabs are scared, mad and bewildered.

Jews are scared, glad and determined.

The impression gained after a day of touring by-streets in both cities is that, because both are scared, fighting may dwindle and cease.

But, because of Arab anger over partition and Jewish determination to fulfill the United Nations promise of statehood, fighting is quite likely to start again.

Mayor Yussef Haikel of Jaffa declared his opposition to “brigandry by both Arabs and Jews” and added-

“Thinking Arabs are trying to stop both sides from further bloodshed. We Arabs of Jaffa wish to wait in peace and make no disturbance until we are called to action by our leaders.”
