Secretary of State, John Foster Dulles told a press conference in Washington:

Egypt is in defiance of a decision by the Security Council of the United Nations … that under the terms of the treaty of 1888, Israel shipping was entitled to go through and that Egypt was not entitled to go through and that Egypt was no entitled to ban it, if it went through.”
