1949 Jewish Refugees from Arab CountriesIn a telegram which was to set the pattern for future British policy, Sir Reginald Hoare, the Minister in Bucharest, informed MacDonald that, in spite of these instructions:

‘I have little doubt that this Exodus of Jews will continue… We must ourselves take effective police and naval measures to prevent the smuggling of unauthorized refugees into Palestine either from the High Seas or over land.’
