The Permanent Mandates Commission Criticizes The White Paper of May 1939:
“IT SHOULD ALSO BE REMEMBERED THAT THE COLLECTIVE SUFFERINGS OF ARABS AND JEWS ARE NOT COMPARABLE, SINCE VAST SPACES IN THE NEAR EAST, FORMERLY THE ABODE OF NUMEROUS POPULATIONS AND THE HOME OF A BRILLIANT CIVILIZATION, ARE OPEN TO THE FORMER, WHEREAS THE WORLD IS INCREASINGLY BEING CLOSED TO SETTLEMENT BY THE LATTER.”
