“The number of Jewish refugees who could be allowed to enter that country (e.g. Palestine) is strictly conditioned by what the country can absorb. Although the matter is strictly one for the High Commissioner, there is no reason to suppose that room could be found in Palestine for any appreciable number of German Jewish refugees.”
