Russian FlagLake Success, N. Y., July 29 (AP)-Russia lost a new attempt today to revive the United Nations plan for an international regime in Jerusalem.

The Soviet defeat occurred in the United Nations Trusteeship Council after Russia demanded immediate action on the draft statute which was to have governed the Holy City under the partition plan.

Semen K. Tsarapkin, Soviet delegate, contended the council was obligated to go ahead and adopt the statute despite the failure of the United Nations to implement the rest of the partition scheme.

The council, however, voted 8 to 1, with three abstentions, to postpone the Jerusalem discussion indefinitely.
