LAKE SUCCESS, N. Y., Jan. 23.-The Jewish Agency told the United Nations today that both a Jewish militia and some air security on Palestine’s borders are essential for the enforcement of Holy Land partition.

An agency memorandum estimated that the ‘Jewish militia should have a minimum of 35,0000 men in an army that would can operate fully with any international force established to enforce partition.

The memorandum urged that the Security Council be called on to provide arms for legitimate forces in the Holy Land. It was in this connection that the Agency said air security also is needed.

Some kind of air patrol of Palestine’s borders was declared by the Agency to be necessary “for the repulse of Arab air attacks from neighboring states.”

Karle Lisicky, chairman of the commission, announced that the group is contemplating a special report to the Security Council to supplement the required monthly statement in which to request the establishment of an international police force.
