LAKE SUCCESS, Nov. 12 (AP)—The United Nations’ Palestine discussions were stalled again today by failure of Britain to deliver an expected declaration declining major responsibility for enforcing proposed partition of the Holy Land. The British delegation said it still awaited requested instructions from London.
