TOULON, France, Dec. 23 (UP).—Police today held the skipper and twelve crew members of a 300-ton Italian ship suspected of entering French water to take on a load of Jewish immigrants to Palestine. The ship, the Scetti Fratelli, was towed to Toulon Saturday and impounded.
